Problem gambling occurs across all demographics and socioeconomic groups. However, certain factors increase a person’s risk for developing gambling problems, such as age and genetics. People who start gambling at a young age are at particular risk for becoming addicted. Those who have a history of trauma or abuse, or have antisocial or impulsive personality traits, are also at higher risk for gambling problems.

In the United States, it is illegal to operate a business that engages in gambling, but people are rarely prosecuted for placing wagers on sports or other events online. Instead, authorities typically focus their enforcement efforts on those who facilitate such bets, and they treat them much like other shady businesses, such as prostitution or bookmaking. In contrast, the majority of illicit gambling occurs in other countries, where it is legal to operate gambling establishments.
